CIN helper for Italian short-term rentals

Overview of Italy’s National Identification Code, a self-check checklist and a printable A4 sign. Everything stays on your device.

General information — not legal advice. Rules may vary by Region, Autonomous Province or Municipality. Always check official sources (BDSR, Ministry of Tourism FAQ, regional rules) before acting. This tool does not guarantee compliance and does not replace filings with public authorities.

What is the CIN (short)

The Codice Identificativo Nazionale is assigned via the Ministry of Tourism’s BDSR (art. 13-ter of Decree-Law 145/2023, converted by Law 191/2023). It identifies accommodation facilities and units used for short-term or tourist lettings in Italy.

Who must request it

  • Owners/managers of hotel and non-hotel tourist accommodation (per regional rules)
  • Landlords of residential units for tourist-purpose leases
  • Landlords of residential units for short-term leases (art. 4 Decree-Law 50/2017)

Purely free hospitality is outside the obligation (Ministry FAQ). A regional/provincial code does not replace the CIN — you must still obtain and display both where required.

How to obtain it

  • Complete local/regional steps first (e.g. SCIA/CIA and regional code, if required)
  • Sign in at bdsr.ministeroturismo.gov.it with Italian SPID or CIE
  • Submit the application and download the protocolled PDF from the platform

Where it must appear

  • Outside the building (respecting planning/landscape constraints)
  • In every listing or advert, wherever published

Linked safety rules (short-term / tourist lettings)

For units used for short-term or tourist lettings (business or not): working combustible gas and carbon monoxide detectors, plus compliant portable extinguishers (at least one per 200 m² or fraction, and at least one per floor; min. 13A / 6 kg or 6 l per Ministry FAQ). Detector exemption if there is no gas system and CO risk is certainly excluded. Hotel/B&B-type facilities follow other safety rules.

Sanctions (statutory ranges)

  • No CIN: € 800 – € 8,000
  • Missing display/indication: € 500 – € 5,000 + removal of the ad
  • Missing detectors/extinguishers: € 600 – € 6,000 per breach

National rules apply from 2 November 2024; sanctions from 2 January 2025 (Ministry FAQ updated 11 May 2026).

Do I have everything? — checklist

Saved only in this browser. Not an official inspection.

  • CIN displayed outside the building Or an alternative with clear public visibility if building rules require it.
  • Gas and CO detectors (if required) For short-term/tourist lettings; check exemption if no gas system.
  • Compliant portable extinguishers Accessible positions; count by floor area and storey as required by law.

Format check + sign

Local structural check based on the composition documented by the Autonomous Province of Trento (IT + ISTAT + classification + string). The Ministry does not publish an official regex — this does not replace BDSR CIN search.
